The Office of Early Childhood Programs promotes accessible, relevant, and contemporary guidance on best practices in early childhood education that empowers families and early care providers as partners in achieving the shared goal of positive early childhood outcomes. It also strives to ensure that instruction in the early childhood setting:
- prepares students for success as lifelong learners by developing the academic, social and emotional knowledge, strategies, and skills needed to participate responsibly in a diverse and changing world;
- utilizes a child-centered approach to ensure that each child develops a love of learning;
- nurtures a positive school experience where all students contribute as members of the classroom community; and,
- supports an individualized approach so each student successfully acquires, demonstrates, and applies the skills and knowledge of the curriculum.
EXEMPLARY PRACTICES DOCUMENT
The Early Childhood Exemplary Practices document aligns research-informed, developmentally appropriate, and inclusive practices to Domain 2, Learning Environments, and Domain 3, Learning Experiences as related to the Danielson Framework. This resource provides a quick reference for practices that can be observed in quality early childhood programs (preschool - kindergarten), but does not describe all best practices comprehensively.

The Office of Early Childhood Programs provides comprehensive support for early childhood education, including curriculum, assessment, professional learning, and general programming for Pre-K and kindergarten. In addition, it supports family and community outreach in order to promote school readiness for all children in Howard County. This focus on “birth to five” is crucial and an important first step on the path to college and career readiness. The office consists of:
